Organisational Context
The position of eDiscovery Officer is a member of the Evidence Discovery Management Unit (EDMU) within the Information Knowledge and Evidence Management Section (IKEMS) and reports to the eDiscovery Coordination Officer .
IKEMS, headed by an Information Management Coordinator, combines the OTPs information, solutions development, digital forensics and evidence management operations into one consolidated section. IKEMS aims to maintain a coordinated, flexible and operationally responsive IKEM support capacity throughout the OTP, in order to support the full spectrum of the OTPs information and evidence operations.
The Evidence Discovery Management Unit provides specialised technical and data analytic support to the unified investigation and prosecution teams through the use of dedicated tools and by developing techniques,
specialised scripts, and programs or algorithms which exploit large, structured and unstructured data sets within the framework of the OTPs systematic application of an organ-wide Electronic Discovery Reference Model (EDRM).
Duties and Responsibilities
Under the direct supervision of the eDiscovery Coordination Officer and the overall management of the Information Management Coordinator, the incumbent will perform the following tasks:
- Provide specialised technical and development expertise to support the Unified Teams through the use of dedicated tools and by developing techniques, specialised scripts, and programs or algorithms that exploit large, structured and unstructured data sets within the framework of the OTPs systematic application of an organ-wide Electronic Discovery Reference Model.
- Deliver on IKEMS strategies, plans, policies, and standards in the area of eDiscovery and big data analysis (within delegated authority).
- Develop and implement standard operating procedures for the use of RelativityOne and other evidence handling procedures.
- Ensure efficacy of these tools and processes to meet OTP core business needs (preliminary examinations, investigations, and prosecutions).
- Determine the technical needs and eDiscovery and data analysis objectives of Unified Teams and address these by leading the design and development of scripts, programs, and algorithms for data collection and analysis (including entity extraction, statistics, content analysis, network analysis, and if needed, integrated use of geospatial systems).
- Analyse technical data structures and provide direction on appropriate methods for entity extraction and exploitation while ensuring forensic integrity of multi-source digital information and respond to complex queries from users throughout the eDiscovery and data analysis processes.
- Coordinate, conduct, and advise Unified Teams on complex analysis of evidence, including data extraction, acquisition, database examination, and review and exploitation of structured and unstructured data stores, as well as overseeing the process of regular data mining and data analysis procedures using relevant industry tools (e.g., RelativityOne) to assist preliminary examinations, investigations, and prosecutions.
- Provide technical expertise and advice to Unified Teams on the technical aspects of review, data analysis, and information retrieval within the context of the OTPs eDiscovery framework by leading, performing, or guiding others through comprehensive technical analysis and interpretation of all-source digital evidence (e-mails, databases, open-source material, or information acquired from electronic devices).
- Keep abreast of technological developments and advances in eDiscovery and data analysis, ensuring the OTPs eDiscovery and data analysis systems, practices, policies, and standards are in keeping with industry best-practices and ERDM standards.
- Perform other duties as required.
Essential Qualifications
Education:
Advanced university degree in a scientific discipline such as computer science, software engineering, science, engineering, information science, information systems, mathematics, or other related area is required. A first level university degree in combination with two additional years of qualifying experience is accepted in lieu of an advanced university degree.
Relativity Certified Administrator Certificate is required. Relativity Master Certification is preferred.
Certifications, diplomas or qualifications in a technical or information management-related field would be considered an advantage. Training in Business Analysis, Project Management (PMP, PRINCE2), and/or Agile/Scrum is desirable.
Experience:
A minimum of 5 years of relevant professional experience (7 years with a first level university degree) in a complex eDiscovery setting such as special service providers, law firm, international organization, or criminal law and/or law enforcement environment is required. Demonstrated experience in handling sensitive or confidential information is required.
At least three years of experience working with Relativity and/or Nuix software of which one year included administering a RelativityOne environment is required. Demonstrated experience working with legal and/or investigation teams is required.
Demonstrated experience in applying and/or using at least three of the five areas is required:
- eDiscovery reference model
- eDiscovery data migration
- RelativityOne
- Nuix Workstation
- C# or JavaScript or Python
Experience in building and supporting analytical workflows for investigators, analysts, and legal/prosecution staff is required. An understanding of data analysis methods and strategies is also required.
Knowledge, skills and abilities:
Demonstrated knowledge of search algorithms, indexing, and retrieval models along with knowledge of designing, scripting, querying and programming is required.
Demonstrated knowledge of image processing, computer vision algorithms, and large language models is preferred. Working knowledge of modern software development methodologies and frameworks such as SCRUM, UML, BPMN, (Micro) service-oriented architecture and integration/development patterns is preferred.
Familiarity with criminal law or international criminal or humanitarian law is preferred. Familiarity with tools and administering platforms used for facial recognition, Microsoft Cognitive Services and Large Language Models LLM (e.g., Microsoft Video Indexer, Vision Services and OpenAI) is preferred.
Knowledge of languages:
Proficiency in one of the working language of the Court, English or French, is essential. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.

Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2) to implement a tenure policy at the Court as of 1 January 2025.
- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
