(English) Data monitoring Officer St Eustatius

Functieomschrijving

The Public Entity of St Eustatius (OLE) within the Nature and Environment policy program NEPP has a vacancy for a Data Monitoring Officer (DMO). The DMO is responsible for collecting data on biodiversity and fisheries on St Eustatius that allowance the national government of The Netherlands to fulfill its (international) reporting obligations, contributing to the assessment and development of nature and fisheries management policies. Furthermore, the DMO is important in carrying out LVV projects (i.e., livestock registration), NEPP activities (monitoring and data collection in various fields), and STENAPA research. The data monitoring officer has also been crucial in supporting research carried out by IMARES on behalf of the ministry. More key data are needed to develop further nature, agriculture, and fisheries policies on St Eustatius. For a proper continuation of monitoring of necessary core data, an extension of the position of a data monitoring officer is necessary for all stakeholders.
The Data Monitoring Officer will also have the opportunity to manage and supervise university students who may assist with data collection. The DMO will be responsible for guiding the students data collection process and ensuring that the data they collect meets the necessary quality standards. This is an important role as it will provide students with valuable field experience and contribute to the development of future conservation professionals.

Task descriptions

• Fisheries monitoring (year-round), including collecting landing data, recording fishermen activity data, and conducting lobster and conch stock assessments
• Monitor coral reefs, including participating in the Global Coral Reef Monitoring Network (GCRMN)
• Work closely with STENAPA to monitor key species on St Eustatius, including both terrestrial and marine species
• Work with STENAPA, NEPP, and LVV to monitor invasive species on the island, including collecting data on their distribution, abundance, and impact on the ecosystem
• Collect nutrient samples from different areas of the island to monitor nutrient levels and their impact on the environment
• Collect water samples from both seawater and wells to monitor water quality and its impact on the environment
• Assist in livestock registration to the Unit inspection and implementation LVV as needed
• Respond to ad hoc monitoring requests from different stakeholders as needed
• Reporting quarterly to the NEPP program manager

  The salary, in accordance with scale 8, and for a 36-hour working week, is a minimum of $2697 and a maximum of $ 3773 gross per month. Salary scaling depends on qualifications and experience.

You will receive a holiday allowance of 8.33% of the yearly income and an end-of-year bonus of 8.33% of the yearly income. The data monitoring officer is managed by the NEPP program of the Public Entity of St Eustatius that coordinates between the directorate ENI, STENAPA, and the ministries of tasks to be performed by the DMO.
Monitoring and data collection is carried out with Altera, STENAPA, NEPP, ENI, and others. The data monitoring officer maintains the overview and will provide a quarterly overview of the key data generated to the Public entity of St Eustatius. An annual report will be drafted and shared with the NEPP program manager and relevant stakeholders. Where possible, the monitoring data and its interpretation will be published in local and/or trade journal articles.

Openbaar Lichaam St. Eustatius

Het Openbaar Lichaam Sint Eustatius is een bijzonder orgaan binnen het Koninkrijk der Nederlanden. Het is een van de drie BES-eilanden, naast Bonaire en Saba, en sinds 1 januari 2011 hebben deze eilanden een bijzondere status die verschilt van de typische gemeentestructuur in Nederland. De bestuursstructuur van Sint Eustatius bestaat uit een eilandsbestuur en de Nederlandse Rijksoverheid. Hoewel vergelijkbaar met Nederlandse gemeenten, maken de eilanden geen deel uit van een Nederlandse provincie.

Het lokale bestuur op Sint Eustatius wordt bestuurd door een bestuursorgaan dat verantwoordelijk is voor het dagelijks bestuur, zoals het afgeven van vergunningen en het ondertekenen van overeenkomsten. Het bestuurscollege wordt ondersteund door een team van ambtenaren, waarbij de eiland secretaris aan het hoofd staat van deze ambtelijke organisatie. De eilandsraad daarentegen fungeert als de volksvertegenwoordiging en onderwerpt het bestuurscollege aan controle.

Verder is er een Rijksvertegenwoordiger die optreedt als liaison tussen de Nederlandse centrale overheid in Den Haag en de Caribische openbare lichamen Bonaire, Sint Eustatius en Saba. De vertegenwoordiging is gevestigd
op Bonaire en informeert de minister van Binnenlandse Zaken en Koninkrijksrelaties over de situatie op de eilanden.
