Main Purpose: Supporting the Operations Manager in the leading and guidance of all operations staff in the terminal in a safe, efficient, reliable and incident-free operations. Maintaining control of the principle operational parameters and acting as Operations Manager as and when required.

  • SAFETY: Ensure good working practices and housekeeping is maintained at the terminal. Responsible for personal Safety and the Safety of others within the working environment
  • ENVIRONMENTAL: Responsible for management and compliance at the Terminal, ensuring Environmental Permits are in place, and renewed prior to expiry.
  • ECONOMIC: Support and assist in the controlling of the operational budget, including the development, monitoring and reporting of budget allocations to ensure financial efficiency and cost-effectiveness.
  • OPERATIONAL EFFICIENCY: Assist the Ops Manager in supporting Supervisors and others directly to attain operational effectiveness, compliance and financial efficiency
Knowledge Skills and Abilities, Key Responsibilities: Experience:
  • 10 years’ experience in the industry
  • At least 3 years’ experience as an Ops Officer in a major Liquid Petroleum Terminal
  • Post school technical training will be advantageous
Skills:
  • Able to use Microsoft Office Suite applications; Presentation tools and programs
  • Knowledge of the international codes and standards in petroleum terminals (product handling, measurement, storage)
  • Knowledgeable in Health, Safety, Security and Environmental Protection
Competencies:
  • Confident communicator and organiser
  • Team player, leader and decision maker
  • Understanding of logistics options in Rotterdam
Safety Critical Responsibilities (Major Accident Hazards):
  • Provide support within the Terminal for Process Safety Management in-line with the core of Impala’s culture.
  • Demonstrate Impala’s leadership competencies.
  • Supporting the Major Accident Prevention Policy (MAPP) and continuously briefing this to all employees in the Operations teams, ensuring their roles in MAH are defined and understood.
  • Support the Ops Manager and the team to ensure that people individually and collectively achieve their potential in delivering business performance; driving achievable but stretched objectives set for individuals by the Operations Manager and Supervisors.
  • Monitor process safety performance and act to correct any deviations from good practice
  • Supporting staff and ensuring appropriate knowledge / skills for the tasks they are asked to perform
  • Supporting the Ops manager by ensuring that the Terminal has appropriate safe systems of work which include but are not limited to:
    • The provision of Suitable Operating Manuals and Procedures at each facility.
    • Systems for Monitoring Operations and ensuring Safe Handovers
    • The provision of Operational Standards
    • Systems for Managing Change and ensuring Safe Start-up of Facilities
Other Responsibilities:
  • Instructing staff and externals on working methods, planning, priorities.
  • Inventory management, distributing and delegation of work
  • Supervising execution and progress (qualitative and quantitative) of operations, walking control / inspection rounds
  • Introducing and training new and existing employees, realising supervision / mentoring in practice
  • Organising work meetings and ensuring information transfer in the shift and between shifts / departments
  • Promoting good cooperation, communication, flexibility and good working atmosphere
  • Managing leave / absence planning to ensure that the operations teams are optimally manned for operational performance continuously
  • Doing relevant investigations, following procedures and executing decisions relating to optimising the inventory in the TMS
  • Determining operating and receiving gains/losses and ensuring they are within acceptable limits, and resolving the issues where required.
  • Supporting the approved Capex and Opex Budget; continuously driving for cost reduction, improved performance and level of service; coordinating with Engineering in monitoring and completion of Capex and major Opex projects working to on specs and on-time delivery
  • Responsible/ensures that requirements and policies regarding HSSE (Health, Safety, Security, Environment) are in-place and strictly followed; ensures continuous education and improvement of HSSE performance; monitors and participates in programs / schedules aimed at improving upskilling of employees in the terminal.
  • Participating in the tender pricing and offers, and contributing to optimizing the supply flows within the terminal.
  • Perform appropriate inspections and audits with the General Manager, HSEQ Manager and terminal operations teams to identify what needs improvement and best practice; recommend actions for items that need improvements and disseminate best practice to the appropriate staff.
  • Assist with regulatory documentation required and support the Ops Manager with the local regulatory and fiscal authorities
