You will play a key role in shaping the emerging regulatory framework for hydrogen working alongside business developers on new projects.

Whats the role

Joining the Regulatory Affairs Team for SEA, you will join a team that scans the political, legislative, and regulatory landscape for trends and issues that can give rise to substantive value creation or destruction. Working closely with fellow commercial colleagues and the Shell Hydrogen business the team build a case to either pursue the opportunities or mitigate the threats.

The regulatory framework for hydrogen in the EU and in North West Europe is rapidly evolving in response to the challenging energy transition agenda. Understanding the complex regulatory environment locally and in the EU, translating regulations into new commercial opportunities, influencing the shaping up of new policies and regulations affecting the hydrogen business, particularly in support of Holland Hydrogen 1 and future electrolyser projects, will be key success factors for Shell to develop innovative solutions, outcompete others in the market and deliver on its growth ambitions.

You will be part of the Shell Trading & Supply Regulatory Affairs Team and will work closely with the hydrogen business playing a pivotal role in establishing Shell position in the emerging hydrogen market in Europe. You will be part of a team of regulatory experts who are passionate about delivering value and enabling growth for Shell through regulation and, at the same time, you will have the opportunity to work on a day-to-day basis with a global and dynamic hydrogen team.

What youll be doing

As Senior Regulatory Affairs Advisor - Hydrogen, you are going to:

  • Monitor and assess national authorities on regulatory developments having a strategic or a commercial impact on Shell hydrogen business, with a particular focus on Holland Hydrogen 1 and future market opportunities in the Netherlands.
  • Support the hydrogen business with the assessment of key commercial risks and opportunities from new regulation.
  • Determine essential policies and regulatory positions for Shell on hydrogen and proactively develop actions to shape the policy and regulatory landscape to mitigate risks and generate opportunities.
  • Develop, manage and execute implementation and engagement plans to advance Shells preferred policy and regulatory positions in regulatory processes. Engage with local authorities to shape the detailed implementation of the regulatory framework.
  • Develop a mid- and long-term regulatory advocacy strategy to facilitate successful business outcomes and shape the commercial climate and regulatory framework particularly with respect to Shells assets.
  • Represent Shell in relevant hydrogen and gas trade associations and help shape industry positions to mature the hydrogen value chain.
  • In close collaboration with the Hydrogen Business and the Corporate Relation team, determine and deliver effective advocacy plans in line with Shell business regulatory priorities.
  • Function as the local, policy and regulatory knowledge point for hydrogen.
  • Lead on drafting Shell position papers and coordinate input into consultations for hydrogen related areas aligning views across relevant Shell teams.
  • Engage with industry stakeholders on hydrogen regulatory policy issues and look for opportunities to create industry coalitions to enable the hydrogen industry to prosper in line with Shell growth ambitions.
  • Collect best practices from other markets (other technologies and hydrogen globally)
  • Contribute towards specific cross-departmental and strategic workstreams to bring forward hydrogen projects.

What you bring

The position calls for a self-motivated, entrepreneurial and responsible individual with the ability to perform well under pressure, and able to adapt to an evolving internal and external environment. As opportunities can come unexpectedly, or may have stringent timelines, the work can shift quickly from one action to another. The role has a pan-European scope with a primary focus on the Netherlands.

We look for a regulatory expert with:

  • experience and insights relevant to new energy technology, business model development. Specific knowledge of hydrogen would be an advantage;
  • ability to cover a wide scope of activities and priorities;
  • affinity with the energy transition and relevant background from the renewables sector.

We expect you to hold:

  • A Degree in one of the following disciplines: economics, engineering, political sciences
  • Sound knowledge of the regulatory framework for renewables in Europe and a keen interest in hydrogen
  • Proven experience in analysing complex energy regulations to distil key market and commercial impacts in support of business development
  • Proven track record of delivering results through an outstanding engagement style;
  • Proven ability to establish strong relationships internally and externally and to collaborate within an integrated, multifunctional, commercially oriented team;
  • Ability to keep overview of full landscape of opportunities and regulatory developments, and do deep dives into specific regulatory issues and prioritise;
  • Excellent in communication, both verbally and in writing in English and Dutch, to effectively represent Shell towards senior internal and external stakeholders.
