Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATOs member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATOs communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATOs military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATOs mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATOs information technology infrastructure, including its databases, applications, and servers.
Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATOs communication and information technology capabilities.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATOs principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorises: NATO International Civilians (NIC)s, Military (Mil), and Interim Workforce Consultants (IWC)s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.
Role Duties and Responsibilities
- Manage major procurement projects, including insourcing and outsourcing agreements in the area of cyber security, ensuring that projects are delivered on time, within budget, and to the highest standards of quality.
- Develop project proposals, technology evaluations, and other project activities requiring subject matter expertise.
- Support reporting and communications with the Cybersecurity Service Line and NCIAs top management, to ensure that projects are monitored and controlled across all management levels.
- Develop and maintain agreed project plans and detailed stage plans, in compliance with the NCIAs directives and project management best practices.
- Monitor and control project progress to ensure that resources are consumed in accordance with the approved budget and within the approved timelines and plan and monitor the project with relevant and current project management tools, such as for example ServiceNow and MS-EPM (Microsoft Enterprise Project Management).
- Identify, plan, request, and manage the deployment of resources to meet project milestones and initiate corrective actions when necessary.
- Provide leadership and guidance to project team members, ensuring that they are motivated, engaged, and aligned with project objectives.
- Ensure that project risks are identified, assessed, and managed effectively, and that appropriate contingency plans are in place.
- Foster a culture of continuous improvement, identifying opportunities to optimize project delivery processes and procedures.
- Work collaboratively with cross-functional teams across the organization to ensure successful project outcomes.
Essential Skills and Experience
- Extensive experience in the management of large ICT projects, with a track record of 10 years delivering projects on time and within budget.
- A formal project management qualification such as PRINCE2 practitioner or PMI PMP, or other recognized project management certifications such as Agile or Scrum.
- Exceptional communication skills, both written and verbal, with the ability to engage and influence stakeholders at all levels.
- Previous employment within NATO and/or a military organisation.
- Strong leadership skills, with the ability to motivate and guide team members to achieve project objectives.
- The ability to build and maintain effective relationships with customers and staff at all levels.
- A proactive attitude in seeking and maintaining trust from stakeholders, understanding their needs, and leading constructive ways ahead.
- A can-do mentality, with a focus on adaptability, resilience, and problem-solving skills.
Education
- A university degree in management or related discipline, or relevant experience and certifications. The lack of university degree may be compensated by demonstration of a track record of 12 years delivering projects on time and within budget.
