(English) Project leader Communication and Awareness

In 2020, a nature and environment policy plan was developed to ensure sound natural environment management and facilitate the responsible and sustainable use of natural resources in the Caribbean Netherlands. An essential aspect of the program is to increase knowledge and awareness about the goals of the Nature and Environment Policy Program (NEPP). This helps strengthen community support for the projects that fall under the NEPP. To realize this essential aspect of the NEPP, the importance of developing and creating a Communication and Awareness Plan is a priority.

The creation of a communication and awareness plan for St Eustatius will be realized in two phases:
Phase 1: Creating a communication plan and appointing a Project leader Communication. A communication plan will be developed through the establishment of a communication task group comprising members from RCN, LNV, GIS/OLE, STENAPA, and DCNA. This group will ensure stakeholders’ involvement in communication activities and seek guidance from ongoing nature projects. By involving these key stakeholders, the plan aims to identify areas of interest within the framework and address existing gaps.

Phase 2: will involve implementing the communication plan, with the project leader leading this process. The implementation will be coordinated with the Government Information Services (GIS) at OLE, STENAPA, DCNA, and possibly RCN. The project leader, Communication, will coordinate the implementation efforts. This ensures that the communication activities are executed efficiently and effectively, aligning with the goals and objectives of the project.

Activities you can expect include:

• Develop a comprehensive communication and awareness plan for St Eustatius in collaboration with key stakeholders;
• Coordinate the communication calendar, objectives, and activities based on planning and current affairs;
• Implementation and monitoring of the multi-annual communication plan;
• Participate in regular consultations on the implementation of nature and environmental policy;
• Report on the state of affairs regarding the communication to the NEPP program manager;
• Maintain and manage the budget and expense administration of the communication deployment, including risk management, monitoring, and evaluation.

Functie-eisen

• Bachelor degree in Communication, Journalism, or Bachelor degree in Business administration.
• Demonstrable ability in communication with an affinity for nature and environmental issues.
• Experience as a project leader in a multidisciplinary environment in the (semi) public sector is advantageous.
• Insight into administrative relationships and knowledge of policy programs and organizations.
• Possession of a drivers license B.
• Critical, professional, and reliable with strong negotiation skills.
• Proficient in both English and Dutch (preferred).
• Digital skills for working in a process digitization environment.

• Salarisomschrijving

  The salary, in accordance with scale 8, and for a 36-hour working week, is minimum $2697 and a maximum of $ 3773 gross per month. Salary scaling depends on qualifications and experience.

• Dienstverband Arbeidsovereenkomst voor bepaalde tijd
• Contractduur Temporary for a trial period of 1 year; with possibility to extend to 2 years
• Minimaal aantal uren per week 36
• Maximaal aantal uren per week 36

Openbaar Lichaam St. Eustatius

Het Openbaar Lichaam Sint Eustatius is een bijzonder orgaan binnen het Koninkrijk der Nederlanden. Het is een van de drie BES-eilanden, naast Bonaire en Saba, en sinds 1 januari 2011 hebben deze eilanden een bijzondere status die verschilt van de typische gemeentestructuur in Nederland. De bestuursstructuur van Sint Eustatius bestaat uit een eilandsbestuur en de Nederlandse Rijksoverheid. Hoewel vergelijkbaar met Nederlandse gemeenten, maken de eilanden geen deel uit van een Nederlandse provincie.

Het lokale bestuur op Sint Eustatius wordt bestuurd door een bestuursorgaan dat verantwoordelijk is voor het dagelijks bestuur, zoals het afgeven van vergunningen en het ondertekenen van overeenkomsten. Het bestuurscollege wordt ondersteund door een team van ambtenaren, waarbij de eiland secretaris aan het hoofd staat van deze ambtelijke organisatie. De eilandsraad daarentegen fungeert als de volksvertegenwoordiging en onderwerpt het bestuurscollege aan controle.

Verder is er een Rijksvertegenwoordiger die optreedt als liaison tussen de Nederlandse centrale overheid in Den Haag en de Caribische openbare lichamen Bonaire, Sint Eustatius en Saba. De vertegenwoordiging is gevestigd
op Bonaire en informeert de minister van Binnenlandse Zaken en Koninkrijksrelaties over de situatie op de eilanden.
