The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATOs member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATOs principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorises: NATO International Civilians (NIC)s, Military (Mil), and Interim Workforce Consultants (IWC)s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background

The purpose of this Statement of Work (SOW) is to describe the services for roll-out of new TEMPEST- certified KVM (keyboard, video, mouse) switches that allow the secure connection of several personal computers to a single set of monitors, keyboard and mouse at user desks, and removing old KVM switches (where required).

The NCI Agency (further referred to as "Purchaser") is seeking a qualified Contractor to perform timely and quality installation of 400 KVM switches at user desks, including the removal of old KVM switches, and perform the necessary asset management activities. The Purchaser estimates that ca. 200 desks are equipped with old switches that need to be removed. Each KVM switch is connected to two input devices - laptop and workstation - via KVM combo cables and as output has two monitors (some desks are equipped with a single monitor), keyboard and a mouse.

The NCI Agency executes a project, which delivers a large quantity of new KVM switches with accompanying cables. This equipment needs transportation to the end user desks, unpacking, installing and successfully connecting to the input sources (laptops and workstations). Existing KVM switches need to be disconnected and transported to the warehouse building for disposal.

Role Duties and Responsibilities

  • Transport the new KVM switches and cables, including accompanying documentation and certificates, from the warehouse building to the users desks (another building within the compound);
  • Install the new KVM switches at the user desks including necessary connections to the input devices (laptops, workstations) and output peripherals (monitors, keyboard, mouse);
  • Verify, and if necessary, troubleshoot, the functionality of the newly installed KVM switches, input devices and output peripherals;
  • Disconnect and remove old KVM switches including no longer necessary cables from the user desks and transport them from the user desks to the warehouse building for disposal;
  • Record asset management transactions in the Purchasers asset inventory system.

Essential Skills and Experience

Deliverables:

  • Installation of 400 new KVM switches;
  • Removal of ca. 200 old KVM switches;
  • Completed asset transactions in the asset inventory system for the 400 new KVM switches;
  • Completed asset transactions in the asset inventory system for the ca. 200 old KVM switches.

Requirements

  • You shall provide all personnel, transportation, tools, supervision, and other items and non-personal services necessary to perform the scope of the work as described herein, except for those items specified as Purchaser furnished property and services. You shall perform to the standards in this contract. It is up to the you to propose the size of the team that executes the work and produces the deliverables in the time line allocated.
  • You shall perform the work as described in this statement of work including the reporting requirements.
  • You shall manage and supervise all Contractor personnel.
  • You shall handle the equipment with due care to prevent damage.
  • You shall install the equipment following the manufacturers requirements.
  • You shall minimize the impact to the end users during the execution of the work.
  • You shall bring, without delay, to the attention of the Purchaser Point of Contact on- site and the Purchaser Project Manager any issues preventing the execution of the work.
  • You shall be courteous and professional in dealing with NATO and Purchaser staff.
  • You shall possess basic IT skills to be able to perform the asset transactions in the Purchasers IT system.
  • You will report to and receive guidance from the Purchaser Point of Contact on-site.
  • You shall follow the Purchasers working procedures, business hours and observe the Purchasers official holidays only.
  • You shall develop, maintain and provide a weekly roll-out schedule. You shall undertake the work in line with the schedule.
  • You shall provide a progress report every two weeks detailing the number of installations and issues encountered during the prior two-week period.
  • You shall execute asset accounting transactions in the Purchaser asset system (EBA). The Purchaser will provide on-the-job training (no longer than 2 hours) to you on how to use the specific functionality of the system.
  • You shall undertake the work at Joint Force Command Brunssum site, Brunssum, The Netherlands. This requires access to the Base, subject to additional rules and procedures. The security details of personnel are to be provided to the site at least 2 weeks prior to work commencing.
  • You shall ensure confidentiality, integrity and availability of the artefacts entrusted by the Purchaser at all times including but not limited to documentation, manuals, guides, procedures, software components, installation media, binaries, scripts, etc.
  • In any suspected or confirmed security (including cybersecurity) incident regardless of the scope and impact, you shall notify the Purchaser and stop any activities under this SOW until further guidance from the NCI Agency (e.g. in case of physical/cyber breach).
  • Prior to arriving on site, you shall have carried out and shall have in place for their staff the appropriate risk assessments. Also, the local CSU will perform a full Health & Safety induction on the first day for you to attend. You shall give your full attention and confirm you have understood the brief.
